The Synar Program under the Substance Abuse Prevention and Treatment (SAPT) Block Grant – Prevention Component educates and enforces Public Law 11-75 (prohibiting the sales of tobacco to minors) and involves the planning, implementation, and evaluation of undercover Tobacco Inspections and Tobacco Retailer Education Workshops in collaborative partnership with the Department of Public Safety, the Department of Commerce: Alcohol Beverage and Tobacco Control Division, the Public School System, Criminal Justice Planning Agency, t

rained youth and adult volunteers, and participating tobacco retail establishments. 

The Synar Program conducts this annual survey to assess retail compliance and violation rates and provides data that reflects youth accessibility (under age 18) to tobacco.
